9. Windsor

Last but not least on our list of the safest cities in California is Windsor. Located in Sonoma County, this city is a family-oriented community with an excellent quality of life.

Windsor has an average crime rate of 10.67 per 1,000 people, which is about 55% lower than the total crime rate in California; thus, it’s considered one of the safest places in the state.

What’s interesting is that, although the city pays among the lowest amounts per capita for police services, crime rates here are low compared with other communities. Residents enjoy a wide variety of recreational opportunities and services, a lively downtown, and well-planned business areas.

Windsor has very good local schools and has access to excellent colleges and universities in Sonoma County.
