#2 Kansas

Despite hills not being all that present in Kansas and some people being scared about the possibility of encountering a tornado, it is actually a beautiful state to live in. Even better, it is also extremely affordable, and if you have to live on a budget, then it would be one of the best states to relocate to during your golden years.

Housing is extremely well priced, at around $7,200 annually, and the state can also boast about low overall expenses. Groceries are also in between the more affordable ones ($3,855) and the grand total of $41,156! There is not a big difference between Kansas and Alabama, but definitely a different type of view, so it comes down to personal preference!
