At this stage, there is no finalized eligibility plan. However, administration officials have floated several ideas:
- Payments would likely exclude high-income households, possibly those earning over $100,000 per year.

Distribution could take the form of:

- Or targeted tax relief (like no tax on tips, overtime, or Social Security benefits).
Treasury Secretary Scott Bessent recently said the administration is still evaluating whether the benefit would come as cash payments or through tax cuts embedded in the 2025 tax legislation.
