  • Livability score: 57 (compared with New York, for instance, which has an overall livability score of 63)

South Bend has indeed the lowest livability score of any of the 10 cities. On the other side of the coin, this small city holds the lowest cost of living index, so it’s a very affordable place for the average consumer. It has lower housing costs, as well as lower costs for groceries, health care, and so on. When it comes to rental prices, South Bend is right in the middle of the bunch.

Retirees who pay a higher rent while Social Security checks are their only retirement income must be amazed seeing this rent price.

    Well, as I see it, retirement and cold, lousy weather usually don’t go well together. However, if you don’t have a choice…then we might have made better retirement plans before we had no choice.

    You do not mention anything about utilities. North Dakota gets very cold in the winter. What are the cost of utilities in this town during winter. Can a person on SSI still be able to live afford to there?
