9. El Paso, Texas

El Paso consistently appears on lists of budget-friendly retirement choices due to its below-average housing costs and lack of state income tax. In many assessments, El Paso ranks among the cheapest large U.S. cities where retirees can live comfortably on Social Security or modest savings.

The city’s cost of living is lower than the national average, especially when it comes to housing and groceries, meaning retirees don’t have to compromise necessities to keep budgets in check. While utilities can be typical for Texas cities, the overall financial picture stays attractive. Health care tends to be more affordable here too, with several hospitals and specialists serving the region.

Beyond affordability, El Paso offers rich cultural history, outdoor recreation in the Franklin Mountains, and a warm climate that many retirees enjoy year-round. Its proximity to Mexico also provides additional affordable travel and cultural experiences without expensive flights, further stretching retirement funds in practical and enjoyable ways.
