Georgia
Because of the historic state budget surplus, the residents of Georgia who filed both 2020 and 2021 tax returns were fully eligible to get rebate payments, depending on their tax filing status.
For example, single filers had a maximum of $250, heads of household had a maximum of $375, and married filing jointly had a total amount of $500. If you had to pay income tax or any other payments to the state, like delinquent child support payments, you might have gotten a smaller rebate.
Partial-year residents might also have gotten a smaller rebate. Eligible recipients who filed their 2021 taxes should have gotten their refund in August.

The Colorado payments that you mentioned are not government stimulus payments. They are Tabor refunds, ie a government refund of overpayments that taxpayers had made. The voters in Colorado had passed a law several years ago that the state was not allowed to keep surpluses.
Why isn’t Arkansas getting stimulas checks in 2023?
