Altoona represents another budget-friendly retirement option, especially noteworthy for its low cost-of-living index and modest housing market. In 2026 rankings of top U.S. retirement cities, Altoona made the list thanks to its affordable rental rates and access to essential services without the inflated costs found in larger metropolitan areas.

Pennsylvania’s approach to retirement income taxation can also benefit seniors: Social Security benefits are not taxed, and depending on age and income level, other retirement income can be excluded too. Coupled with relatively low housing expenses and everyday costs like groceries and utilities below the national average, Altoona lets retirement funds go further.

While healthcare options are more concentrated in larger nearby cities, Altoona’s local medical facilities handle routine care and specialist visits. For those who enjoy a quieter pace of life with cultural amenities, walking trails, and access to larger cities when needed, Altoona delivers a strong balance of affordability and community support.
